TAA Process
The Trade Adjustment Assistance (TAA) program includes three phases:

     Phase 1. Eligibility Certification/Application Petition
     Phase 2. Diagnostic Analysis/Adjustment Plan
     Phase 3. Project Implementation


Phase 1 Eligibility Certification/Application Petition
During the first phase, one of MATAAC's project managers will assist your firm in determining eligibility and complete the required application petition for certification and submit it to the Department of Commerce on the firm's behalf.


You Supply Support Information
One of MATAAC's representatives will meet with your management team to go over the application process and collect the required documentation needed to submit a petition. Support documentation includes the following:
  • General information about your firm
  • Financial statements
  • Quarterly employment reports
  • Four customers who have reduced purchases from your firm
Strict Confidentiality
Any information provided to MATAAC that contains or relates to trade secrets, business operations, commercial or financial information is exempt from the Freedom of Information Act and treated with strict confidentiality. It is never disclosed to any other federal, state, or local agency. If your company is certified as eligible for the TAA program, the law requires that your company's name be published in the Federal Register. This is the only information released to the public about your participation in the program.


Let MATAAC Help You Determine Eligibility
If your sales and employment are down as a result of imports, you will most likely qualify for the program. There are many ways to determine program eligibility so we strongly recommend that an interested firm not rule itself out of the program before talking to the MATAAC staff.

There is no cost to determine qualification for the program and all inquiries are confidential. Contact us to see if your firm can qualify.


Phase 1 - Cost & Timeline
Total Cost to Firm: FREE

MATAAC Pays: 100%

Total Time: Approximately 4-6 weeks


General Eligibility Certification Criteria
Manufacturing firms that have been negatively affected by foreign competition may be eligible to be certified to receive assistance through the MidAtlantic Trade Assistance Adjustment Center (MATAAC). Your firm may qualify for this grant if it meets the following criteria for employment, sales, and the effects of imports.

Employment
The firm has experienced a decline in employment in the most recent 12-month or 6-month period, as compared with the same period in the prior year.

Sales
The firm has experienced a decline in total sales or production, or in a product line that accounted for not less than 25% of total sales, in the most recent 12-month or 6-month period, as compared with the same period in the prior year.

Effects of Imports
The effects of imports are felt when customers reduce their purchases in favor of imported products, or quotations or bids are lost in favor of imported products.
